Here are the key points of the new anti-smoking law:

Where: It will be prohibited to smoke in all work areas and closed public spaces like railway stations and markets.

Smoking area: Special areas may be set aside for smokers. These areas should be separate from the rest, and have an independent ventilation system.

Treatment: Smokers will be encouraged to receive various types of treatment, and some companies and institutions have announced that they will provide free treatment during working hours.

Fines: Fines will be high, although the exact amounts have yet to be decided.

Taxes: There are no tax increases on tobacco expected to be introduced in the new law.

Sales: People under the age of 18 will not be allowed to purchase tobacco. Tobacco will not be on sale in areas where smoking is prohibited.

Advertising: Sponsorship by tobacco companies will be restricted, as will the advertising of tobacco on the Internet.

Promotion: The giving away of tobacco products in sales promotions will be prohibited.

Expected result: Numerous companies and institutions in the province have already declared themselves smoke-free, and many others are expected to do the same.

UK Slips in Property League

The UK slipped down the European house-price inflation table last year as the Bank of England applied the brakes to the long-running property boom.
France was in top spot, with 15.5% gains, just beating Spain. Languishing at the bottom was Greece, where prices fell 4%.

Britain's slide down the table was blamed on higher borrowing costs. UK interest rates rose steadily to 4.75% last year, in contrast with mainland Europe where they have been frozen at 2% since June 2003.

House prices in France and Spain have also been boosted by a surge in the number of Britons owning a second home in the sun.

Some 177,000 English households have a second home abroad, according to official figures, the vast majority of them in the Mediterranean. Property experts expect the number to keep rising as people see better investment opportunities abroad and low-cost airlines reduce travel times.
